Elections through people's participation, deepen
democracy, strength institutional order, beef up civil
society and lead to development through people-driven
governance and a more accountable delivery system. They
empower the electorate.
A strict implementation of Model Code of Conduct and
microscopic monitoring of the pre-electoral work at the
grassroots level. Several new initiatives like Electronic
Voting Machines (EVMs), compulsory identification and
Electors' Photo Identity Cards (EPICs), up dation,
consolidation and computerization of electoral rolls,
creation of new polling stations and distribution of voter
slips to voters added to fairness of the elections. So did
the establishment of the of special polling stations in
Delhi and other places made for Kashmiri migrants for
enabling their polling on EVMs outside the place of
residence, another first in the country. There was equity
and equality in provision of security to candidates at State
expense.
